Overview

What a Part 121 certificate really asks of you

A Part 121 certificate is the heaviest operating certificate the FAA issues. The FAA is deciding whether your company can run a safe, scheduled operation every day, with trained people, controlled maintenance and a working safety system.

We support 14 CFR Part 121 air carrier certification through all five phases: pre-application, formal application, design assessment, performance assessment and administrative functions. Most of the effort lands in design assessment, when your manuals and programs are read line by line, and in performance assessment, when the FAA watches you do what those documents say.

Maintenance is where many applicants underestimate the work. Your CAMP has to reach every shop that touches your aircraft. A repair station working on your fleet does so under 145.205 and must follow your maintenance manual and program. Because our team knows repair stations from the inside, we write maintenance provider procedures that hold up on both sides. Our Part 145 repair station guide explains what those shops are required to do.

FAQ

Frequently asked questions

There is no fixed timeline. It depends on the FAA office workload, the size of your fleet, the quality of your first document submission and how quickly you close findings. Applicants who arrive with a consistent, complete manual set usually spend less time in design assessment. We do not promise a date, but we plan the work so delays are not caused by your documents.

Expect a general operations manual, a general maintenance manual, a training program, MEL and CDL, dispatch procedures, a station manual, a flight attendant manual, deicing and fueling procedures, cargo and hazardous materials procedures, plus an SMS manual. The exact set depends on your aircraft, routes and type of operation. The table above shows how we group them.

When an airline brings in aircraft that were maintained under another program, it has to move those aircraft onto its own Continuous Airworthiness Maintenance Program. Bridging is the documented, controlled transition: what was done, what is due, and how each task maps into your program. Done poorly, it leaves gaps the FAA will find during performance assessment.

Yes. Under 145.205 the shop must follow your manual and your maintenance program, not its own. Your procedures should tell the provider exactly what you expect and how you audit it. Our Part 145 certification work gives us a clear view of both sides.

Yes. 14 CFR Part 5 requires Part 121 certificate holders to have a safety management system. AC 120-92D gives guidance. A well designed SMS that people actually use helps you spot hazards early and prevents the kind of events that cost money and lives. We write SMS manuals around your operation, not a template.

Employees performing safety-sensitive maintenance for a Part 121 operator must be covered by a Part 120 testing program. That includes employees of contract repair stations doing that work. We prepare drug and alcohol program documents and help you confirm your providers are covered.
